Could someone take those credit cards that are sent to you preapproved & use them themself? - sent cards

Sometimes credit card companies that you send a pre-approval and everything you need to do is call the 800 # and punch in the account number to activate the card, which generally automated information such as social or birth date or anything. . . My question is if someone couldnt take away that right in the trash, and even use it?
